Eugene M. Pilman is an Associate in DHC’s Land Use and Zoning practice. Mr. Pilman represents clients before the Board of Standards and Appeals, City Planning Commission, Landmarks Preservation Commission, Department of Buildings, and the Environmental Control Board. Mr. Pilman advises clients on the as-of-right development potential of an individual lot or a tract of land as well as any discretionary entitlements that are available to increase property value. He has extensive experience in ULURP applications as well as City Environmental Quality Review procedures.

Prior to joining DHC, Mr. Pilman was an Associate at a boutique law firm specializing in land use and zoning in New York City where he worked on discretionary land use approvals, including zoning map and zoning text amendments, special permits, variances and authorizations.
